I can empathise, I've noticed an increase in the "cranky level" over the
last month or so, but I doubt anyone involved has the spare time to be
moderator. I suspect the list would just become defunct before it would
go moderated.
Just do what I've been doing and use the old brain-based junk filter
until the signal/noise ratio increases again. If that means I miss an
opportunity to make a useful comment, then hopefully the lack of decent
responses will be encouragement for people to stop feeding the trolls
who will eventually die from underfeeding or boredom, while the
dedicated will lurk until they go away.
