Does the fact that I am using ntpd and not xntpd make a difference?

This usually means you have a configuration problem.
Consider, the "server" line usually takes a name instead of an IP.
If your firewall's hostname is, say, "firewall-a":
server firewall-a
instead of
server <firewall-a's IP>
Try this change and see what happens. I'm almost certain xntpd will spew
some messages to /var/log/messages when it comes up. Look in there and
see if you spot an error.
