I thought that 95, 98, ME etc insisted on being on the active primary
partition of the FIRST physical hard disk. That would be /dev/hda.
Did you install windows on hda and then reconnect it as hdb? I don't think
this will work. I did this once a long time ago, and if I remember you re-map
the drives. It all in the lilo/lilo.conf man pages and docs.
I THINK it would something like this....
other = /dev/hdb1
label = win
map-drive=0x80
to=0x81
map-drive=0x81
to=0x80
