I am not getting a login prompt when I try to connect via telnet. Nor
do I get a terminal ready light on my modems. What program or service
is responsible for sending a login to the requesting tty? I get a login
at the console only.

Check /etc/services to see if it turns on the service.
Also do a ps aux |grep telnetd on the machine you want to telnet to and
see if the daemon is running.
