My solution to your problem:

        # rpm -Uvh \
http://ftp.freshrpms.net/pub/freshrpms/valhalla/apt/apt-0.5.4cnc9-fr0.1.rh73.i386.rpm
        # apt-get update
        # apt-get install arts

After this, you can always upgrade painlessly with dist-upgrade:

        # apt-get dist-upgrade
