Though your main problems appear to be with cygwin (which I know nothing
about), PostgreSQL is easier. You have to su postgres from root (there
is no password for the postgres user). Then do createuser (man
createuser) to set up a "regular" PostgreSQL user to your specs (can
they create databases? users? etc.). You can also create a password for
the postgres user if you like (man passwd).
