Can't be absolutely certain what the problem is but, the above line means to 
try the command as a boot option. Edit your /boot/grub/grub.conf file. Find 
the line that starts with kernel and add pci=biosirq at the end like this:
kernel /vmlinuz-2.4.20-7 ro root=/dev/hda3 pci=biosirq
Your kernel line will probably look a little different from above. Just add 
the option to the end of your line. Save the gub.conf file and reboot. If it 
still does not work, post the section of your /var/log/dmesg file that 
relates to PCI and PCMCIA here.
