Well, since you seem familiar with runlevels, init is one way to do this.
Just place the appropriate entries in /etc/inittab (see the inittab/init
manpages for details, and already existing entries for examples).
Or you could use a separate program to act as a nanny and keep the
services running. This is one of those things that's been implemented and
reimplemented a million times in the UNIX world. DJB's daemontools
package is as good as any for this purpose:
