My research of local libraries indicates that each schedules its own
facilities independently, and unless you have a history with them,
you're out of luck. Supposedly. I tried scheduling with Clearwater
libraries when Dunedin pulled their little trick on me, and I'd have to
basically buy them a new library before they'd let me schedule there.
