Referring to the Red Hat Linux 8 Bible (C) 2002, here is the checklist
Is the modem plugged in to the line, recognized, and linked to /dev/modem?
In the Int Config Wiz, is the device set, and other properties set?
Look for the provider info entry, name, phone number, login & pw
The book says that when the window closes, then the
Network Connection Window appears; if not select from the
menu System Settings > Nework
"Click the ppp device name and click the Activate button. The Internet
dialer starts up and dials our ISP."
Sounds like you need to apply the magic words "All you gotta do...".
An alternate is Menu Extras > Internet > Kppp
for a similar selection. If I remember correctly, I had betterr luck with
this. If your getting a dial tone and dialing then the modem is configured
correctly and the connection login is the next step.
You can turn on the sound to hear it dial.
The config files are kept at /etc/sysconfig/network-scripts/*
