Yes, shame on me, right? RedHat does have some very nice documentation. Page
202, section 14.6.1 of the "Red Hat Linux Reference Guide" for version 9.0.

This seems to be the issue. I just have to log completely out to give it a
try. Since I've changed /etc/security/console.perms, I'll post my results
later after I logout and log back in.
