Check the jumpers that they are not both set to Master or both set to 
Slave (my practice is just to use Cable Select and eliminate the 
possibility).
If they are failing on separate cables, then the cable attached to the 
non-working drive is most likely the issue, either not fully seated or 
the power may not be fully seated (it is easy to inadvertently pull the 
cables when working in such a tight space). Or, the IDE cable is simply 
busted.
