You may possibly have a situation where the power supply
is either under-powered for the hardware you have, or has
another problem, where one of the buss lines is not coming
up to proper voltage fast enough. If you can get a higher
wattage supply, and swap it out, that may be worth trying.
Having a bunch of compliance labels etc on it is also good.
