Zip codes don't correlate to counties. Some zip codes exist in
multiple counties.
That said, if a few mistakes aren't too much of a problem, the FIPS55
data should have what you're looking for.
http://geonames.usgs.gov/fips55.html
http://www.census.gov/geo/www/gazetteer/places2k.html is another place
to look. The data there is going to be a little harder to parse, but
it's more accurate.
By the way, is your software going to be free? Any chance I can get a
free copy if not? I do tax preparation and wind up looking up about
10-20 counties a year manually by searching through the internet. Not
enough to pay for a solution, but a free tool wouldn't be so bad :).
