[SLUG] slow server response

I have a situation where all services are VERY slow to respond (swat, webmin,
sendmail, pop conenctions, telnet etc.) The local machine (linux) and other
clients can browse the web and make outgoing connections (ftp, www, etc.).
Only incomming conenction to the linux box are too slow. Any suggestions?
