Cooling in a fridge has been suggested, but there are cases where warming the
drive to its normal operating temperature can help.
I know people who have opened the drive up and used a clean finger on the
edge of the platter to help get it spinning. Leave it open if it is then seen
by the BIOS and copy your data to some other media. Don't worry about a
"clean" room. Just normal clean type home environment is enough. It doesn't
matter if it goes West after a couple of hours anyway. You'll have all your
data off by then, which is the important thing. Once you have the data you
can kiss the drive goobbye.
