Bingo! No execute permission on the start file (/etc/rc.d/rc.samba). Though
it seems odd that a manual start command would yeild nada.

When I've had that problem, the cause was wrong permissions on the directory
I was trying to access. It seems that you need rwx to access the linux
directory from windoze.
At least that was my problem.
