Scripts in /etc/rc.d run when you reboot. You might want to search for the
string "firewall" in /etc/rc.d/rc.local and look at /etc/rc.d/rc.firewall.
The latter sets up rules for the firewall from top to bottom. You may want
to copy the file to old.rc.firewall and change the appropriate "drop" lines
to "allow" (or is it "pass"?) for the telnet port.
