First:
The pay rate listed says: "Base". If you look at

you will find that the pay rate for this job title actually has a much broader range:
Minimum=31,905.00
Middle=58,480.00
Maximum=85,055.00
Second:
In my past experience, when a company is looking for *experienced* personnel the starting salary is usually the middle range. OTOH they usually have a "base/minimum" for existing employees or _others_ that want to step up, but, maybe don't meet *all* of the requirements. This is just a way for HR to broaden the selection pool.
Third:
*Everything* is negotiable.
