If by "legal repercussion" you mean actual prosecution and punishment,
then you're pretty much correct.
If you're saying it's not illegal, then you're incorrect; such is patently
illegal under Federal law and probably Florida law as well (though I'm too
lazy to look up the statute).
Most of the disclaimer thing is CYA mandated by legal departments.
