It has been ages since I worked with modems, but they used to have
a "lease line mode" that would allow you to connect to modems over
a copper pair, this was done for dry copper lines between two sites.
You set one up for answer and the other to initiate, the answer modem
would do just that when it received the initiate modem signalling. I
do not know if they still have that ability in modems today, but as long
as the copper pair had a good path did not matter much how long it
was (with in reason)
If your modems can be set up for 'leased line mode' then it should be
pretty easy to set up the path.
