If you don't necessarily intend for this to be web-based, then python is
a good choice. Perl is a possibility, but Ed Centanni once called Perl a
read-only language. He was right, in my opinion. Anyway, python makes
things easier than C, and has all kinds of bindings to various modules
to do "extracurricular" things.
If you want it web-based, PHP is your best bet.
Others will probably argue for Ruby or Haskell or something. I'm about
done learning computer languages, so I stopped with PHP and Python. When
these other "new-fangled" languages get as popular as Perl, Python, C,
Java and PHP put together, then I'll look at them. ;-}
